TITLE:                      Chief Financial Officer

LOCATION:           Central Administration

JOB SUMMARY:  Under the general direction of the Superintendent/CEO, the Chief Financial Officer is responsible for the management of business affairs of the school system, in such a way as to provide the best possible educational services with the financial resources available.

 

QUALIFICATION REQUIREMENTS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

EDUCATION AND/OR EXPERIENCE REQUIRED:

  • Valid Michigan School Administrator Certificate.
  • Master’s Degree in business administration, business management, education, accounting or related field preferred
  • Three to five year’s successful school business experience.
  • Knowledge of Michigan school finance including requirements of 1022 Manual, budget planning and administration, State and Federal revenue and grants, and GASB and the Deficit elimination process.
  • Experience with millage, bond issues and capital projects.
  • Proficient in technology, especially financial software/spreadsheets.
  • In-depth knowledge and experience in school management, including budgeting, school accounting and financial reporting.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Leads school district financial activity ensuring compliance, best practice and transparency.
  • Manages school district’s financial affairs including budgeting, purchasing, accounting, payroll, accounts payable, internal audit, fixed assets, and treasury functions.
  • Prepares long-range financial plans for the District including the preparation and implementation of the annual school budget.
  • Develops and maintains adequate internal control systems over the financial assets and financial record keeping activities of the district.
  • Supervises the risk management program for the purpose of directing employees, establishing programs and meeting safety requirements
  • Prepares/maintains accurate records.
  • Maintains up-to-date inventory control.
  • Maintains confidentiality of privileged information.
  • Coordinates preparation of federal, state and local financial reports.
  • Acts as the district's liaison with financial auditors.
  • Administers financial bid procedures.
  • Maintains communication with local, state and federal governmental agencies on matters that pertain to school finance.
  • Supervises the preparation and submission of all financial reports required by the Michigan Department of Treasury and serves as the liaison to the Department of Treasury for compliance with the Consent Agreement.
  • Consults with the Superintendent and other personnel on matters relating to the school district’s business and financial affairs.
  • Attends school board meetings and prepares such reports as directed by the Superintendent.
  • Services as the Chief Election Officer for the school district in the absence of the Secretary of the School Board.
  • Assists in the negotiations of the union contracts for certified and non-certified personnel.
  • Other duties as assigned by the Superintendent.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent verbal, written and interpersonal communication skills.
  • Knowledge of Skyward financial accounting system.
  • Evidence of leadership skills – team building and demonstrated ability to work effectively with all staff in all departments.
  • Demonstrated knowledge of continuous improvement principles and practices.
  • Broad knowledge of financial budgeting, forecasting and investing.
  • Knowledge of all federal, state, local and Board of Education laws, policies, regulations and procedures relating to financial management

     

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

While performing the duties of this job, the employee is regularly required to stand, walk, sit and talk, hear and type using a keyboard.  The employee is occasionally required to stoop and kneel. The employee must occasionally lift up to 25 lbs. Specific vision abilities required by this job include close vision, distance vision and depth perception.
 

 

Terms of Employment:
This is a twelve-month position.  Salary and benefits as established by the Board of Education or Superintendent.

Evaluation:

Performance of this job will be evaluated by the Superintendent/CEO.
